1. If the ship is in port then your statement is correct.

2. If the ship is at sea.
Once the ship pulls away the last line that keeps her tied to the pier or raises anchor then the announcment is made "SHIFT COLORS" at that time the ensign or the nations colors is lowered from the fantail flag mast and raised on the forward mast. Once underway the flag remains flying until she pulls back into port and once the first line is secured "SHIFT COLORS" is once again announced and the flag is lowered from the forward mast and raised on the fantail. Where it stays up until sunset then is retired for the night.
